LEGISLATIVE AND REGULATORY MEASURES
On the report of the Minister of Foreign Affairs and International Cooperation, the Council of Ministers adopted draft texts concerning the ratification of the Loan Agreement, signed in Lomé on October 06, 2023, between the Government of the Republic of Mali and the West African Development Bank, for the partial financing of the second tranche of the Project to develop and widen the urban section of National Road No. 27, Bamako-Koulikoro in Bamako.
Through this agreement, the West African Development Bank is granting the Government of the Republic of Mali a loan of 14 billion 780 million CFA francs.
The planned improvements include :
- platform expansion;
- construction of two (02) reinforced concrete footbridges on the section to facilitate pedestrian crossings;
- installation of a new public lighting system using conventional LED technology
Completion of the project will help improve transport conditions for people and their goods, and minimize the risk of traffic accidents in the city of Bamako.

IN COMMUNICATIONS
- The Minister for the Refoundation of the State, in charge of Relations with Institutions, has informed the Council of Ministers of the progress made in implementing the Integrated Human Resources Management System Project for the State and Local Authorities.
An interministerial meeting of the HRMIS Project’s Strategic Orientation Committee, held on May 08, 2024, adopted solutions to the main difficulties encountered, including coverage of certain hard-to-reach localities, the launch of identification teams in diplomatic and consular missions, the management of disputed cases, the correction of data entry errors, the situation of agents who do not have a NINA, the installation of interconnection equipment and the deployment of the database to the management structures concerned.
Missions to physically identify agents in the regions and the District of Bamako are in their final stages, and mixed identification teams are being dispatched to areas not yet covered, notably Yorosso, Tenenkou, Youwarou, Douentza and Gourma-Rharous, as well as to diplomatic and consular missions.
- The Minister of Transport and Infrastructure informed the Council of Ministers of the forecast for the 2024 rainy season.
According to weather service forecasts, the 2024 rainy season will be characterized by rainfall higher than or equal to the climatological average for the period 1991-2020.
An average to late start is expected, with a late to average end to the season.
Rainfall breaks will be short to medium at the start of the season and medium to long at the end.
Above-average flows are expected on all the country’s rivers.
The forecast for the 2024 season presents the agro-hydro-meteorological and climatic characteristics in terms of rainfall quantities and runoff expected, with a high risk of flooding.
To manage the rainfall situation, the meteorological services will carry out the following actions:
- training and informing users in the various socio-economic sectors about the results of seasonal forecasts, with recommendations for dealing with them;
- conducting induced rainfall operations in rain-deficit areas;
- dissemination of decadal agro-hydrometeorological advice to rural producers;
- the distribution of decadal agro-hydrometeorological information bulletins, intended for authorities in charge of early warning for food security;
- the distribution of weather forecasts and warnings to disaster prevention authorities.
- The Minister of National Education informed the Council of Ministers of the start of the 2023-2024 end-of-school-year examinations.
The early exams start on May 17, 2024, with the practical work for the Certificat d’Aptitude Professionnelle, for technical and vocational education, and the early exams in Physical Education and Sport for the Diplôme d’Etudes fondamentales, for basic education.
For the Certificat d’Aptitude Professionnelle (vocational aptitude certificate), 10,763 candidates took part in the various industrial streams. The tests will take place from May 17 to 22, 2024 in 20 out of 26 Education Academies.
For the Diplôme d’Etudes fondamentales, the number of candidates is 349,080. The tests are scheduled from May 17 to May 31, 2024 in all teaching academies.
The written tests for the Certificat d’Aptitude Professionnelle and the Diplôme d’Etudes fondamentales will take place from May 27 to 30, 2024 and June 03 to 05, 2024 respectively.
- The Minister of Youth and Sports, responsible for Civic Education and Citizen Construction, informed the Ministers’ Advisor :
a. the holding of the final of the 63rd edition of the Mali Football Cup on Saturday June1, 2024 at the Stade Mamadou KONATE in Bamako.
The 63rd edition of the Mali Football Cup will pit Afrique Football Elite against Stade Malien de Bamako in the final on June1, 2024 at Bamako’s Stade Mamadou KONATE.
It is an opportunity to put across messages of peace, national reconciliation and social mobilization around the refounding actions to preserve and consolidate the country’s sovereignty.
b. the holding of the Grand Prix Hippique de la Nation at the Champ Hippique et Equestre de Bamako on June 09, 2024.
The “Grand Prix de la Nation” is a sporting competition characterized by its ability to mobilize children and teenagers into horse fan clubs to support the various stables.
This competition is a moment of communion between the players in the world of equestrian sports and an opportunity to pass on messages of peace, social cohesion and living together.
c. the start of the process of setting up the bodies of the National Youth Council of Mali.
The statutes and rules of procedure of the National Youth Council were reviewed by a tripartite commission made up of representatives of the State, leaders of youth organizations and civil society, in line with the recommendations of the Etats Généraux de la Jeunesse.
The process of setting up the bodies has already begun, with the creation of the National Commission for setting up the bodies of the National Youth Council, which will have branches at communal, regional and diaspora level.
The detailed timetable of activities to be carried out includes the following stages:
- call for applications from youth organizations;
- Counting and validation of applications;
- General Meetings;
- organizing the back-to-school events for elected representatives.
The General Assemblies of the Youth umbrella bodies will take place on July 06, 2024 for the communal, regional and diaspora levels, and on July 13, 2024 for the national level.
- The Minister of National Entrepreneurship, Employment and Vocational Training informed the Council of Ministers of the number of graduates from Mali’s vocational training centers and the number of scholarship holders trained by vocational training institutes in partner countries.
As part of the implementation of the National Vocational Training Policy, the Ministry of National Entrepreneurship, Employment and Vocational Training has 18 public vocational training centers, supported by 546 accredited private centers.
The overall aim of these centers is to provide all jobseekers with training enabling them to take up a professional activity.
Over the past five years, 8,927 young people have completed their training at these centers, including 6,066 men and 2,861 women. The sectors concerned are mainly Agriculture, Building and Public Works, Cutting and Sewing, and Food Processing.
Also, as part of the implementation of agreements signed between Mali and certain partner countries, scholarships are awarded annually to young people holding the Baccalauréat or Brevet de technicien deuxième partie in the fields of Commerce, Construction-Public Works, Telecommunications, Industrial Maintenance, IT and Agri-food Processing.
To enable better monitoring of the professional integration of young people graduating from the centers and institutes, the Ministry in charge of Vocational Training plans to set up a
a database accessible to the private sector, providing information on school leavers.
- The Minister for the Promotion of Women, Children and the Family informed the Council of Ministers of Mali’s participation in the 96th Session of the Committee on the Rights of the Child, held from May 09 to 10, 2024, in Geneva, Switzerland.
Through the Committee on the Rights of the Child, the session examined the CRC/C/MLI Report, equivalent to the3rd and 5th periodic reports, submitted by Mali on June 18, 2020, in application of the provisions of article 44 of the Convention on the Rights of the Child.
Other issues discussed included education, health, birth registration, child protection and participation, juvenile justice, child labor and the recruitment of children into armed groups.
While commending the Malian government’s efforts despite the difficult context, the Committee on the Rights of the Child made a number of recommendations at the end of its work.
- The Minister of Urban Planning, Housing, Lands, Spatial Planning and Population informed the Council of Ministers that Mali’s participation in the 57ème Session of the United Nations Commission on Population and Development and at the high-level panel organized by the United Nations Population Fund on the experiences of the SWEDD Project and the National Demographic Dividend Observatories of Mali, Mauritania, Niger and Chad.
The 57th Session of the United Nations Commission on Population and Development was held from April 29 to May 03, 2024. In terms of progress, we highlighted Mali’s major advances in the fields of dignity and human rights, health, the production of quality statistics and the capture of the demographic dividend.
During the high-level panel discussion, mention was made of the progress made over the last few decades, highlighting the positive effects and impacts of the SWEDD project’s interventions on improving living conditions and empowering Malian women, particularly in rural areas.
- The Minister of Crafts, Culture, the Hotel Industry and Tourism informed the Council of Ministers of the program to rename streets, spaces, public buildings and monuments.
Mali, a country with a glorious past, steeped in history, rich cultures and ancient civilizations, is brimming with great figures who have dedicated their lives to the nation and remain forever in the collective memory.
However, it has to be said that many exceptional men and women who carried out patriotic deeds have been forgotten. That’s why the Ministry of Crafts, Culture, the Hotel Industry and Tourism is planning, through the National Commission for the Naming of Public Places, to draw up a program for the naming and renaming of streets, avenues, public spaces and monuments with the names of some of the great figures in Mali’s history in Bamako and the regional capitals.
- The Minister of Health and Social Development informed the Council of Ministers of the country’s epidemiological situation, which includes the following:
a. by a stagnation in the number of positive cases of Coronavirus disease compared with the previous week.
- by a decrease in the number of confirmed cases of dengue compared with the previous week.
The President of the Transition, Head of State, has, however, called on the population to adhere strictly to disease prevention and control measures.
