The Council of Ministers met in ordinary session on Wednesday, May 08, 2024, in its deliberation room at Koulouba Palace, under the chairmanship of Colonel Assimi GOITA, President of the Transition, Head of State.

Having considered the items on the agenda, the Board :

  • adopted draft texts ;
  • made the following appointments;
  • and heard

LEGISLATIVE AND REGULATORY MEASURES

On the report of the Minister of the Economy and Finance, the Council of Ministers has adopted :

a. a bill to amend Law no. 2023-060 of December 22, 2023, the Finance Act for the 2024 financial year.

In fiscal 2024, new spending measures were introduced. In order to incorporate these measures into the State budget, the initial 2024 Finance Act must be amended.

The enacted bill amends the FY 2024 budget bill to reflect new expenses related to:

  • increased budgetary allocations for operations to secure the national territory to 190.102 billion CFA francs;
  • an increase of 30 billion CFA francs in the budget allocated to the operating subsidy for Energie du Mali (EDM-SA).

This modification, which does not affect the budgetary and financial balance of the initial 2024 Finance Act, only concerns budgetary expenditure.

Initial forecasts of revenues, cash resources and expenses remain unchanged.

b. a draft decree approving Amendment no. 1 to the concession agreement for the construction of a 50 MWp solar photovoltaic power plant in Tiakadougou-Dialokoro, Cercle de Kati, Région de Koulikoro.

The Government and AMEA POWER LLC have signed a Memorandum of Understanding for the design, financing, construction, operation and maintenance of the Build, Own, Operate and Transfer facilities for a 100 Megawatt peak solar photovoltaic power plant project, in two (02) phases of 50 Megawatt peak. The first phase of this project involves the construction of the Tiakadougou solar power plant.

The aim of the project is to boost the power generation capacity of the interconnected grid, while helping to meet targets for the integration of renewable energies into the energy mix.

During implementation, various constraints prevented all conditions precedent from being lifted in order to start work on the project.

The present amendment to the concession agreement is concluded between the Government of the Republic of Mali and AMEA MALI SOLAR SA in order to address the difficulties.

Its aims include :

  • extension of the provisional effective date ;
  • modification of the duration of the agreement;
  • the introduction of a partial risk guarantee ;
  • the change from “Take or Pay” to “Take and Pay”;
  • reduction in the purchase price per kilowatt hour ;
  • changing the place of arbitration.

IN COMMUNICATIONS

  1. The Minister of Foreign Affairs and International Cooperation informed the Council of Ministers :

a. the conclusions of the 4th Session of the Türkiye-Mali Joint Commission for Trade, Economic and Technical Cooperation.

As part of the strengthening of relations between Mali and Turkey, the Minister of Foreign Affairs and International Cooperation led the Malian delegation to Ankara on April 17 and 18, 2024, for the holding of the 4ème session of the Türkiye-Mali Joint Commission for Trade, Economic and Technical Cooperation.

The meeting provided an opportunity to assess the level of cooperation between the two countries, and to consider new avenues for strategic cooperation. The two sides agreed to increase economic, commercial, cultural and social exchanges, notably by examining measures to facilitate the entry and residence of nationals of both countries.

On the bangs of their visit to Ankara, the Minister of Foreign Affairs and International Cooperation and the Minister of Industry and Trade met the Vice-President of the Republic of Türkiye and other Turkish personalities.

b. Mali’s participation in the 15th Islamic Summit Conference of the Organization of Islamic Cooperation.

On May 04 and 05, 2024, in Banjul, Republic of the Gambia, the Minister of Foreign Affairs and International Cooperation represented His Excellency Colonel Assimi GOITA, President of the Transition, Head of State, at the 15th Islamic Summit Conference of the Organization of Islamic Cooperation (OIC).

At the end of the proceedings, the OIC Summit reaffirmed its unity and its position of principle in unwavering support of the Palestinian cause, particularly in a context marked by the Hebrew State’s ongoing aggression against the Palestinian population in Gaza.

The Summit also endorsed Mali’s national ownership of the peace process, through the Inter-Malian Dialogue.

  1. The Minister of Labor, Civil Service and Social Dialogue has informed the Council of Ministers of the progress of the examinations for direct recruitment to the State Civil Service, Fiscal Year 2023.

The direct competitive exams ended on Sunday, May 05, 2024. They went well in the six (06) centers in the interior and in Bamako.

  1. The Minister of Energy and Water informed the Council of Ministers of Mali’s participation in the10th World Water Forum.

The 10th World Water Forum will be held from May 18 to 25, 2024 in Bali, Indonesia, under the theme “Water for Shared Prosperity”.

Held every three (03) years, the World Water Forum is a major global event where countries discuss water and sanitation issues.

This event, which aims to set up a global water fund and propose mechanisms for access to financing, will be an opportunity for our country to confirm its desire to pursue its national and international commitments and its vision in the water and sanitation sector.

  1. The Minister of the Environment, Sanitation and Sustainable Development informed the Council of Ministers :

a. the 25th edition of the “Quinzaine de l’Environnement”.

Organized since 2000, the Quinzaine de l’Environnement is the appropriate framework for a large-scale communication campaign aimed at changing behavior to protect the environment and improve living conditions.

It falls between two (02) major dates: June 05, World Environment Day, and June 17, International Day to Combat Desertification and Drought.

The themes selected for the 2024 edition are respectively:

  • “Land restoration, desertification and drought resistance;
  • “United for the Land: Our Heritage, Our Future”.

b. missions carried out as part of the fight against environmental aggression.

The first mission, carried out on April 16, 2024 in Kassela, Commune rurale de Baguinéda-camp, found intensive, illegal logging, some of which is being transformed into charcoal.

The second mission, carried out on April 27, 2024 in Faraba, Commune rurale du Mandé, found illegal semi-industrial gold mining.

Following these deplorable findings, the fraudulent products and site and operating materials and equipment were seized and confiscated.

  1. The Minister of Crafts, Culture, the Hotel Industry and Tourism informed the Council of Ministers of Mali’s participation in the21st National Culture Week in Bobo Dioulasso, Burkina Faso.

The opening ceremony of the 21st National Culture Week took place on April 27, 2024 in Bobo-Dioulasso.

Under the theme “Culture, historical memory and patriotic awakening for a new Burkina”, this 21st edition featured Niger as guest of honor.

National Culture Week is the largest annual cultural event organized by the Burkinabe government. It aims to enhance and promote the cultural identities and expressions of communities in Burkina Faso.

Mali’s participation in the week, warmly welcomed by the Burkina Faso authorities, was marked by the performance of the Dogon mask dance troupe.

This edition was a major factor in bringing the peoples of Burkina Faso and Mali closer together through culture, and in strengthening cultural cooperation between our two countries.

  1. The Minister of Livestock and Fisheries informed the Council of Ministers of Mali’s participation in the “AGRISHOW” international trade fair in Brazil.

A strong delegation led by the Minister of Livestock and Fisheries took part in the “AGRISHOW” international trade fair held from April 29 to May 03, 2024 in Sao Paulo, Brazil.

During the show, the Malian delegation visited a number of stands stocking high-tech agricultural equipment, with a view to obtaining from manufacturers the possibility of adapting large-scale agricultural machinery to Malian conditions, and meeting the conditions necessary to pursue negotiations for the acquisition of such equipment.

The Minister took the opportunity to review draft cooperation agreements in the cotton, beef and fish sectors in Mali.

The mission also made recommendations to strengthen the partnership between Mali and Brazil in the field of agriculture.

  1. The Minister of Health and Social Development informed the Council of Ministers of the country’s epidemiological situation, which includes the following:

a. by a stagnation in the number of positive cases of Coronavirus disease compared with the previous week.

  1. by a decrease in the number of confirmed cases of dengue compared with the previous week.

The President of the Transition, Head of State, has, however, called on the population to adhere strictly to disease prevention and control measures.
